Exerpt from page 45392: Some types of [[Page 45392]] cylinders may only be shipped in strong outside packagings, regardless of whether or not the cylinder incorporates a valve (see 49 CFR 173.301(k)). An overpack or outer packaging commonly used by the airlines to transport their oxygen cylinders is the ATA Specification No. 300, Packaging of Airline Supplies, Category I. An ATA Specification No. 300 Category I (ATA 300) overpack or outer packaging is a resilient, durable overpack intended to be reused for a minimum of 100 round trips which meets specified performance standards, as demonstrated by design tests (e.g., drop test and puncture resistance). The overpack or outer packaging must also provide protection from shock and vibration.
